Born and raised in Tampa , Kelly received her Bachelor of Science in Finance, cum laude, from the University of Florida in 2000, her Masters in International Business from the University of Florida in 2001, and her Juris Doctorate from Stetson University College of Law in 2005.

     While at Stetson, Kelly worked as a legal clerk at the Thirteenth Judicial Circuit in Hillsborough County . She received a book award in Florida Constitutional Law.  

     At Hines Norman Hines, P.L., Kelly works in many of the firm’s practice areas, with an emphasis on Estate Planning, Medicaid Planning, and Probate.
